Maybe they're right, maybe they're wrong, but I have to imagine that's the thought process for most high end tanks, not that they just don't care. If you always use the dps cloak because you've thought about it and determined that your raid needs the dps it does (highly varying by fight) more than it needs you being slightly more survivable, that's fine. If you flat out always use the dps cloak without regard to where the tank cloak proc is actually really strong (slow, hard hits) because you care more about your damage than making the raid succeed you are bad. Maybe the cape was going to proc a guard shield on the other tank and 2 smart heal would have gone to you and you wouldn't have died where you did with the tank cape. there are fights were the cape alone does enough damage that you could bring an additional healer (if you're comfortably over some dps requirement without the cape, but not by enough to drop a whole healer), or prioritize using Chi burst for healing over damage, or bring a fistweaver in place of a damager and many of those are going to help your raid succeed better than you avoiding 1 attack when the 3 mobs next to it would kill you. The tank cloak might save you from a mistake that you or healers make, but the dps cloak might save you from a mistake your raid makes too by killing the things hitting you. for me at least the annoyance of switching cloaks is not worth it for the marginal dps gain from the dps cloak.On the flip side, in many fights, you are not looking at a marginal dps gain at all, you're looking at 10-15% of the top damager's damage in an aoe fight (which are the ones where the dps cape is the strongest and the tank cape the weakest).
